Pormal nang nanumpa si Police Brigadier General Marcial Mariano P. Magistrado IV, bilang bagong Regional Director ng Police Regional Office (PRO) 13 sa isinagawang Turn-Over of Command Ceremony na ginanap sa Camp Colonel Rafael C. Rodriguez, Libertad, Butuan City nito lamang Hulyo 30, 2025.
Pinangunahan ni Major General Neri Vincent D. Ignacio, Acting Chief of the Directorial Staff, ang nasabing seremonya bilang kinatawan ni General Nicolas D. Torre III, Chief, Philippine National Police.
Si PBGen Magistrado IV, ay miyembro ng Philippine National Police Academy (PNPA) “Tagapagpatupad” Class of 1992.
Bago ito italaga sa Caraga Region, nagsilbi itong bilang Deputy Regional Director for Administration ng Police Regional Office 2.
Samantala, ang dating Regional Director ng PRO13 na si Police Brigadier General Christopher N. Abrahano, ay naitalaga bilang Officer-in-Charge ng Criminal Investigation and Detection Group (CIDG).
Sa kaniyang talumpati, inilahad ni PBGen Magistrado IV, ang kanyang balangkas ng pamumuno na nakaangkla sa “3Ms” — Pulis na Marangal, Maaasahan, at may Malasakit — na hango rin sa inisyal ng kanyang pangalan.
“Inspired by the guidance of our CPNP and with strong support from the Department of the Interior and Local Government, we will integrate simulation exercises (SIMEX), communications exercises (COMEX), and capability exercises (CAPEX) into our operational rhythm. These activities will not be optional—they are crucial for testing readiness and identifying gaps before real emergencies occur,” ani RD Magistrado IV.
