How to Apply

Hereunder are the procedures on how to apply for Non-Government Organizations (NGOs) accreditation:

  1. Submit the following documentary requirements for application of accreditation:
  2. Tab “A” – Letter of Intent addressed to:

Tab “B” – Endorsement (memorandum/letter) from the Chief of Police who has territorial jurisdiction over the Organization’s President/ Chairman or the Organization’s registered address;

Tab “C” – Duly accomplished application form for accreditation;

Tab “D” – Board resolution signifying intention for accreditation;

Tab “E” – Organization’s Constitution and By-Laws;

Tab “F” – Organizational Structure;

Tab “G” – Certificate of Registration (DSWD, DOLE, SEC, CDA, LGU, etc.);

Tab “H” – Clearances (NBI, Mayor, Police, RTC, MTC) of the Organization’s President/ Chairman;

Tab “I” – Organization’s Programs/Projects/Activities undertaken/conducted for the immediately preceding year with appropriate action pictures;

Tab “J” – List of officers and members (with their addresses and contact numbers); and

Tab “K” – Members’ duly accomplished information forms (Personal Data Sheet);

2. Upon receipt of documentary requirements, the Secretariat, National Headquarters (NHQ) National Accreditation Committee (NAC) shall conduct initial evaluation and check the completeness of the requirements.

3. When the documentary requirements are found to be complete, said request shall be endorsed to the Directorate for Intelligence of the Philippine National Police (PNP) for the conduct of Complete Background Investigation (CBI).

4. Upon receipt of the result of CBI, the NAC Secretariat shall request for the convening of the NHQ NAC for the conduct of deliberation of application for accreditation.

5. NGO applicants shall be modified by the NAC Secretariat on the schedule of the deliberation of application for accreditation.

6. The NGO applicant shall prepare a 3-5 minutes presentation about the profile of their organization consisting of the following:

a. NGO name and Logo;
b. Mission and Visions;
c. Advocacies;
d. Set of officers and organizational structure;
e. Summary of accomplishments; and
f. May include other relevant information such as: existing accreditation from other government agencies, awards received, future activities/plans, others.NGO applicants subject for deliberation shall be notified, in writing, of the result of the deliberation.

7. NGO applicants subject for deliberation shall be notified, in writing, of the result of the deliberation.

8. NGO applicants who passed the deliberation will be awarded a Certificate of Accreditation valid for two (2) years.

Reminders to NGO-applicants for accreditation:

All Non-Government Organizations (NGOs) applying for accreditation must abide by the provisions set forth by Philippine National Police (PNP) Memorandum Circular (MC) 2018-030, dated July 9, 2018, entitled “Revised Parameters/Guidelines for Accreditation of NGOs”:

  1. Under para 6C – Guidelines in the Accreditation of NGOs, and People’s Organizations:
    a. NGO applicant must abide by the Provision of Article II, Section 18 of Batas Pambansa 68, specifically on the use of names wherein its name is not identical or deceptively or confusingly similar to that of any corporation or any other name already protected by law;

    b. NGO applicant must abide by the provision of Article 179 of the Revised Penal Code of the Philippines, particularly on the illegal use of uniforms and/or insignia, which provides “any person who shall publicly and improperly make use of insignia, uniforms or dress pertaining to an office not held by such person or to a class of persons of which he is not a member”; and

    c. NGO applicant is prohibited from using the PNP name, logo, symbols, and/or uniform as part of their corporate communication, uniform, signage, insignia, badge, rank, other paraphernalia, etc.
