PCADG OOLE: Blending SOCMED and Technological Dimension in Policing

Operations Other Than Law Enforcement OOLE is a term coined by PBGEN ERIC E NOBLE similar to the OOTW (Operations Other Than War) of the US Special Forces. These are activities employing skills and talents in information development operations, public information, and community affairs development with the use of the current technology and internet-based platforms in addressing criminality and terrorism.

Recently, seventy-five patrolmen graduated from the Civil-Military Operation School’s Social Media Product Development and Management Training (SMPDMT) on December 23, 2021 at the Civil-Military Operations Regiment, Fort Bonifacio, Taguig City and was graced by PMGEN BARTOLOME R BUSTAMENTE, PNP and BGEN ARVIN R LAGAMON, AFP.

In response to the request of the Director of the Police Community Affairs and Development Group (PCADG), the CMO School opened the said training to the 75 new policemen, taking credence to their abilities and potential as SOCMED operators.

The SMPDMT started on December 1, 2021, where the police students underwent a series of classes on different subjects delivered by the seasoned lecturers of CMOS followed by a practical and scenario-based exercise until ten in the evening on a daily basis including Saturdays and Sundays.

Such subjects focused on the effective and efficient use of the existing technologies and the ever-growing social media platforms as component tools in protecting the citizens and in fulfilling the PNP’s mandate in operations other than law enforcement or the OOLE.

The novice policemen were trained specifically in the optimal use of available social media platforms and use of digital video & photo editing software with scrupulous and well-planned strategies, enabling them to develop products of good narratives to counter criminality and terrorist’s modus and propaganda; and at the same time, win the hearts and minds of the Filipino people.

“This training is far different from our previous training (sic) for we are loaded with a lot of tasks to accomplish that should only be done in a specific time. The training isn’t a physical type of training [but] rather a mental one. You just need to explore something creative within yourself to do and accomplish things that our lecturers want[ed] us to do. But the hardships are all worth it because this training prepared us to effectively implement our duties and responsibilities,” said Patrolman Lapitan, one of the class team leaders.

The SMPDMT shaped the history of public safety as two organizations primarily responsible for the safety and protection of the people collaborated to produce the first breed of civil-military-police social media operators who will continue the modern warfare in the virtual world against criminality and terrorism.

  1. Adaptability is a requirement for the PNP. Because change is constant and inevitable, the PNP as a frontline service of the government entity must be flexible with its ever evolving environment to succeed. An environment where people created the virtual space and lives there.
