Jakarta, INDONESIA. The Philippine National Police Academy (PNPA) made a legacy for winning the Top 3 places on the 2021 Porsimaptar International Conference on Policing Research Competition held at the Indonesian National Police Academy on October 19-22, 2021.
The Philippine team for the scientific paper writing competition was composed of some the most brilliant 1st class cadets of PNPA ALAB KALIS Class 2022 namely: Cdt 1C Fidel E Triste III (Palo, Leyte), Cdt 1C John Mark J Maandal (Lipa, Batangas), Cdt 1C Lyndon G Mondragon (Tabontabon, Leyte), Cdt 1C Zoe C Seloterio (Santa Barbara, Iloilo), and Cdt 1C Maricar G Tapiru (Tuguegarao, Cagayan Valley). On the other hand, PLTCOL ROAN MARIE D BASCUGIN, NUP Jezamine R De Leon Ph.D., and NUP Myrna Campomanes, Ph.D. served as their research mentors.
Their study titled “Three-Factor Structure for Youth Engagement in Community Policing During the New Normal” topped twelve other research papers from various educational institutions worldwide – such as University of Leeds of United Kingdom, Universitas Pendidikan Ganesha of Indonesia, Korean National Police University and other service academies and universities globally. The entries of the University of Leeds, United Kingdom and the Ganesha Educational University, Indonesia landed on the second and third, respectively.
Dr De Leon said, the PNPA Team created the study to identify the factors that will lead the youth to engage in community policing during the New Normal as they play a vital role in leadership, public safety, and nation-building.
Findings of the said research paper highlighted a three-factor structure significant for engaging the youth to embrace community policing during the New Normal. These are the role of trust-building between the police and the youth, knowledge-building/ awareness about community policing, and the utilization of technology as a platform for community policing.
The results of their study which involved 427 youth also validated the reliability of the strategies employed under the Master Plan “TAGATAGUYOD” 2019 of the Police Community and Affairs Development Group; respondents confirmed the essentiality of strong trust between the police and the youth (as one of the stakeholders and prime movers) towards attaining better public order and safety.
Moreover, findings highlighted that the growing trends and innovations in communications and technology is a key to enhance information development operations, public information, and community engagements. Technology plays an important role in actively engaging the youth to build knowledge about community policing.
Following their success, the researchers are looking forward to the realignment of police initiatives with their thesis. “By making our findings known, we hope that this will be the start of an era where all policies and standard procedures in public safety and crime prevention will all be based on concrete evidence of reliability and effectivity supported by empirical data,” Cadet Maandal said.
Meanwhile, Cdt 1C Crizaldo U Barcarse Jr (Ilagan, Isabela) and Cdt 1C Augustine R Jaluague (Legazpi, Albay) landed the Philippine flag on the 2nd and 3rd places respectively on the International Speech Competition which was also participated by the different member-countries of the Association of Police Training Institutions in Asia (APTA).
